Initializes matrix values to Value.

public TMtx SetVal([In] double Value, int Row, int Col, int ToRow, int ToCol);
Remarks

Sets the calling matrix elements [Row,Col]..[ToRow,ToCol] to Value. An exception is raised if TMtxVecBase.ConditionCheck is true and array bounds are overrun.
